Planning in Neath
Neath is gentle on most home improvements, with a small group of exceptions. Of the more than 4,200 applications decided since 2020, about 1 in 21 was refused, against about 1 in 7 across the areas we cover.
Rear extensions are the most common kind of work, with 1,332 applications, and only about 1 in 32 was refused. Side extensions, with 783, are about 1 in 41. Windows and doors, with 397, are about 1 in 34, front extensions and porches, with 338, about 1 in 38, and fences, walls and gates, with 208, about 1 in 28.
Garden rooms and outbuildings are the third busiest category with 704 applications, and they are refused about 1 in 21 times, in line with the council as a whole. The harder jobs are further down the list. Loft conversions and dormers, with 216 applications, are refused about 1 in 13, driveways and dropped kerbs, with 179, about 1 in 11, and solar panels, with 95, about 1 in 9. All three are refused more often than Neath’s own average, and solar panels are in line with the national rate. If you are planning a driveway, a loft or solar panels, it is worth studying what has been approved on nearby streets first.
Activity has been steady. There were 742 applications in 2025, against an average of about 736 a year in the three years before, and the busiest year since 2020 was 2021 with 1,025. Refusals fell back: about 1 in 27 in 2025, compared with about 1 in 19 in the earlier years. That is a rate across many applications, not a promise for any one of them.
